APPOINTMENT OF THE
REV. E.N. WARD AS CHAIRMAN

The annual meeting of the above Council was held at the Public-offices,
Cleator Moor, on Monday evening last. Present:

As chairman of the old Board, Mr. CIAPPESSONI took the chair.


DAIRY REGULATIONS:

At a meeting of the Dairies Committee on April 14th, there being present
Messrs. CIAPPESSONI and GAYTHWAITE, the model regulations submitted by the Local
Government Board were considered, and the committee recommended the adoption
thereof, with the addition of a minimum air space for cows which are habitually
grazed on grass land during the greater part of the year,  and when not so
grazed are habitually turned out during a portion of each day.

On the motion of Mr. GAYTHWAITE, the minutes were adopted.

ELECTION OF THE REV. E. N. WARD
AS CHAIRMAN

The Chairman: The next business is the appointment of chairman for the
ensuing year.

Mr. AITKINSON: I beg to move that the Rev. E. N. WARD be the chairman for the
ensuing twelve months. I do so on these grounds. He is a gentlemen for whom
we all have great respect, and I think no one has any doubt as to his ability
to conduct business. He is one of the oldest members of this council, and on
these grounds, therefore, I propose that he be chairman for the ensuing twelve
months.

Mr. FLYNN seconded,  and there voted for the motion Messrs. DIXON, FLYNN,
ATKINSON, THOMPSON, GAYTHWAITE and the chairman. Messrs. MOORE, STEELE and HERALD
did not vote.

The motion was carried.

Mr. CIAPPESSONI: I am very sorry to say that on the account of illness Father
WARD is not here this evening. He has been, as you know, for six or seven
weeks laid up, but he is sufficiently recovered that if it had been a fine day he
would have been here to record his vote. I believe he will be pleased to hear
the result of your vote this evening, and I may say for my own part that I
believe you have made a most admirable choice -  a choice that will be seconded
by the unanimous opinion of the rate-payers after they see Father WARD at
work. We on the Council know his virtues. Outsiders, as a rule do not see from the
same standpoint, but I am certain in a very short time he will commend
himself to the whole body of the rate-payers. In his name, then, I have very great
pleasure in thanking you who have recorded your votes in his favour.

NO VICE - CHAIRMAN WANTED.

The Chairman said the next item was the appointment of the vice - chairman.

Mr. FLYNN: I move that the office of vice-chairmanship be abolished. At every
Council meeting in the absence of the Chairman, we can choose a chairman from
our own number, and I move that we abolish this office.

Mr. GAYTHWAITE: I second it; for various and deep reasons I think it is
desirable that we should have no vice-chairman.

The motion was unanimously carried.

Mr. FLYNN  moved that Mr. CIAPPESSONI be the chairman for this meeting, in
the absence of the Rev. E. N. WARD.

Mr. DIXON seconded, and this was carried.
